Parking rules in Newham

Before parking your vehicle, you need to check:

  • the parking signs and lines (road and pavement markings) for specific restrictions at the location
  • the types of parking space/bay and who can use it
  • if you need to pay to park.


Controlled/Restricted Parking Zones and signs

Parking is controlled in Residential Parking Zones (RPZ) and Industrial Parking Zones (IPZs).

Check the signs at the entrance to the zones and next to parking spaces for the specific restrictions and times of operation. During the hours of operation, only permit holders are allowed to park in permit holder only spaces.

How to understand this sign:

  • 'SSE’ Letters with a black background indicate the parking zone, ‘SSE’ means Stratford South East zone.
  • 'Permit holders only' – Only vehicles with a valid parking permit that has been issued for this parking zone can park in this location during the restricted hours.
  • 'Mon - Fri, 10 am - 12 noon' These are the restricted hours.
  • 'On event days, 8 am - 9 pm' – Different restricted hours apply when an event is taking place in the area. The date of the next event day is shown on road signs at the entrance to each Residential Parking Zone.

How to understand this sign:

  • 'Mon - Sat, 8 am - 6.30 pm' – These are the restricted hours.
  • 'Pay by phone, 020 7005 0055 quoting location 59859' – During the restricted hours, you must pay to park here. To pay for parking, you can either call the telephone number, go online or use an app and provide the location number.

  • 'Max stay 1 hour, no return within 1 hour' – During the restricted hours, a vehicle can only park in this location for up to 1 hour. Once you leave the parking location, you cannot return to park in the same space within 1 hour.

How to understand this sign:

  • 'Loading only' - The parking bay is reserved for loading and unloading by all vehicles during the restricted hours on the sign. Once loading is complete, the vehicle must leave the bay.

  • 'Mon - Sun 8 - 11 am' - These are the restricted hours. You can only use this location for loading between these times.
  • 'Mon - Sun 11 am - 9 pm' - These are the restricted hours for parking at this location.
  • 30 mins - During the restricted hours, you can park for free for up to 30 minutes.
  • No return within 2 hours - Once you leave the parking location, you cannot return to park in the same parking space within 2 hours.
  • Outside of the restricted hours there is no maximum stay time.

If a sign has been vandalised and the information is not visible, the motorist is still legally responsible for following the parking rules.

If the location code on the sign is unreadable or defaced, you are able to go onto the PayByPhone app, and view the 'map' option to find the locations and check the parking restrictions and time limits before booking a session. You can also view the map of Residential parking zones for the times when only permit holders can park.

Any vehicle breaching a parking or driving rule or parked without a valid permit, may receive a Penalty Charge Notice (PCN) and possibly be towed.
 

Yellow and Red lines

Yellow Lines
Single Yellow Lines: Parking is allowed at certain times, the hours when parking is restricted is displayed on nearby signs.

Double Yellow Lines: Parking is not allowed at any time.

Red Lines

Signs and Lines - You must NOT:

  • park or stop in a bus lane
  • park or stop on zigzag lines
  • park partially or wholly on the pavement, unless signs or road markings indicate that you are allowed to do so
  • double park (parked on the road side of another vehicle that is already parked at the kerb or in a parking space)
  • park outside of the lines of the parking space
  • park within 10 meters of a junction
  • park in front of a dropped kerb
  • park where a parking bay has been suspended and there is an advanced warning yellow sign displayed.

Types of parking spaces/bays:

Check the type of parking space to find out if you are able to use it:

  • Permit Holders only: during the restricted hours, you can only park if you have a valid permit.
  • Shared use bays: during the restricted hours, you can only park if you have a valid permit, or if you pay to park (check signs for restrictions and how to pay)
  • Cashless bays: pay to park (check signs on any restrictions and how to pay)
  • Free stay bays (park for free until the maximum stay time)
  • Disabled bays: only to be used if you are displaying a valid Blue Badge
  • Car Club bays: these are reserved for car club (designated paid for car-sharing) vehicles only
  • Electric vehicle bays: only electric vehicles or Plug-in Hybrid Electric Vehicles (PHEV's) can park in these spaces and must be charging

Vehicles must not be over 2.3m in height or 5.3m in length to use the spaces/bays (apart from within Industrial Parking Zones (IPZ)).

Pay to park

At certain times of day, you may need to pay to park in on-street parking spaces/bays, or council owned car parks.

Some car parks in Newham are run by private companies, these may have different rules and charges. Always check signs at the location before leaving your vehicle parked.
