Received a Penalty Charge Notice (PCN)

The stages of the enforcement process are different depending on the type of Penalty Charge Notice (PCN) issued.

There are four types of Penalty Charge Notice (PCN);

  1. Parking PCNs issued by a Civil Enforcement Officer (CEO)
  2. Parking PCNs issued by CCTV
  3. Bus Lane PCNs
  4. Moving Traffic PCNs


1. Parking PCNs issued by Civil Enforcement Officers

A Civil Enforcement Officer may have attached the Penalty Charge Notice (PCN) to the vehicle in a yellow envelope, or handed it to the driver. If the CEO was prevented from doing so, the PCN may be sent to the registered keeper in the post.

You must either:

a) Pay the discounted charge within 14 days

b) Pay the full charge within 28 days (Once paid, the case will be closed and no challenges can be made. Your payment is taken as accepting liability.)

c) Make an Informal Challenge to dispute the PCN if you think it was incorrectly issued.

If you do nothing:

After 28 days a Notice To Owner or Enforcement Notice will be sent for the full charge amount.


2. Parking PCNs issued by CCTV

Parking CCTV Penalty Charge Notices (PCNs) are sent to the registered keeper in the post.
The registered keeper of the vehicle is responsible for responding to letters and notices.

You must either:

a) Pay the discounted charge within 21 days


b) Pay the full charge within 28 days (Once paid, the case will be closed and no representations can be made. Your payment is taken as accepting liability.)

c) Make a Formal Representation to dispute the PCN.

If you do nothing:

After 28 days a Charge Certificate will be sent and the charge will increase by 50%.


3. Bus Lane PCNs

A Bus Lane PCN is sent to the registered keeper of the vehicle in the post.

You must either:

a) Pay the discounted charge within 14 days

b) Pay the full charge within 28 days (Once paid, the case will be closed and no challenges can be made. Your payment is taken as accepting liability.)

c) Make an Informal Challenge to dispute the PCN if you think it was incorrectly issued.

4. Moving Traffic PCNs

Moving Traffic Penalty Charge Notices (PCNs) are sent to the registered keeper in the post.

The registered keeper of the vehicle is responsible for responding to letters and notices.

You can:

a) Pay the discounted charge within 14 days

b) Pay the full charge within 28 days

c) Make a Formal Representation to dispute the PCN.

If you do nothing:

After 28 days a Charge Certificate will be sent and the charge will increase by 50%.


Find more information if:
PCN letter was not received or was delivered late
Received a letter for someone who does not live at your address
You have never owned the vehicle
