If the Penalty Charge Notice (PCN) is in your name, but you have never been the registered keeper.
What you need to do:
1. Write to DVLA to ask for proof that you are not the registered keeper. Provide as much information about the vehicle as possible, such as vehicle registration, make and model.
The DVLA will update their records and send a letter of confirmation to you within 4 weeks.

2. Once you have received a response from the DVLA confirming you are not the registered keeper, make a Formal Representation and upload the DVLA's response as evidence.
When making a Formal Representation online, the instructions state that only the registered keeper can make a Formal Representation, however under this specific circumstance you are able to.
You will need:
- PCN number
- vehicle registration (number plate)
- web code, found on the PCN letter
- email or letter from the DVLA, confirming you are not the registered keeper of the vehicle (this will be used to carry out further checks to verify the information you provide)
