Stages of a Penalty Charge Notice (PCN)

Order of Recovery

If the Charge Certificate is not paid within 14 days, the Council may register the debt at the Traffic Enforcement Centre (TEC) at Northampton County Court.

An Order for Recovery will then be served and the amount owed will increase by £10.


If you receive an Order for Recovery

You must either:

  • pay the outstanding amount on the Order of Recovery within 21 days,

or

  • make a Statutory Declaration or Witness Statement. Find information on how to do this in the Order for Recovery, to ensure you are following the correct legal process.

Statutory Declarations are made on Penalty Charge Notices (PCNs) issued for Bus Lane and Moving Traffic contraventions.

Witness Statements are made on PCNs issued by a Civil Enforcement Officer.

If you do nothing:

The TEC may grant authority for a Warrant of Control to be issued and a certified enforcement agent (bailiff) will be asked to recover the debt.

Actions by the enforcement agent may bring additional charges.
