Experiencing Financial Hardship
If you have a number of outstanding Penalty Charge Notices (PCNs) that you wish to settle and can provide evidence that you are facing financial hardship, we may be able to offer you the opportunity to pay the original discount amount.
Submit a PCN enquiry and upload evidence, for example:
- Proof of Benefits: A copy of your current benefit letters (for example, Universal Credit, Housing Benefit)
- If you do not receive Benefits: proof of income, such as recent payslips AND proof of outgoings, such as rent, utility bills, or other regular expenses
- Bank Statements: If you prefer to send bank statements, you may remove sensitive account details, while ensuring the relevant financial information remains visible.
Support with money and debt
You may wish to seek advice and support on money, finance and debt overall.
Many organisations provide a free online, over the telephone and in person advice on debt and money. Find where to access free debt advice on the government website for a range of options.
You may be able to access temporary protection from those who you owe money to (creditors) while you get debt advice and make a plan through 'Breathing Space' (a scheme to pause your debt). Find information on Breathing Space on the government website
