Stages of a Penalty Charge Notice (PCN)

Notice to Owner or Enforcement Notice

The type of the notice sent depends on the reason a Penalty Charge Notice (PCN) is issued:

  • Notice to Owners are sent in relation to Parking PCNs
  • Enforcement notices are sent in relation to Bus lane PCNs


A Notice to Owner or Enforcement Notice will be sent if either:

  • no action has been taken after 28 days of a Penalty Charge Notice (PCN) being issued

or

  • an Informal Challenge has been rejected and has not paid within 28 days

The registered keeper of the vehicle is responsible for responding to these letters and notices.


If you receive a Notice to Owner or Enforcement Notice

You must either:

a) Pay the full charge within 28 days

or

b) Make a Formal Representation to dispute the Penalty Charge Notice (PCN)

Find information on what happens after a challenge or representation is submitted.

If you do nothing:

After 28 days a Charge Certificate will be sent and the charge will increase by 50%.

Find more information if:
PCN letter was not received or was delivered late
Received a letter for someone who does not live at your address
You have never owned the vehicle
