Response time and method

Different types of Penalty Charge Notices (PCN) have varying response times.

a) Where a PCN is issued by Civil Enforcement Officers under the Traffic Management Act (TMA) 2004, you will receive a response to the dispute within 56 days from the date it was received.

You do not need to make contact before this time.

b) Where a PCN is issued by a camera, such as bus lanes, no entry restrictions, motor vehicle restriction zones, pedestrian zones in pursuant to the Road Traffic Regulations Act 1984 (as amended), London Local Authorities 1996 and Transport for London Act 2003 will be responded to as soon as possible. There is no corresponding provision within the Acts relating to bus lane and moving traffic contraventions which require that an Enforcement Authority must respond within a statutory time limit.

Responses are generally sent by either:

  • post (letters will be sent to the registered keeper of the vehicle via Royal Mail)

or

  • email (if an email address was provided when submitted) 
    email responses are sent from ‘noreply@councilparking.org’ 


Delayed Response

If a response has not been received after more than two months:

  1. Check spam and junk folders for an email from ‘noreply@councilparking.org’, then
  2. Submit an enquiry: Not received a response to a challenge or representation


Changing Address

If you have changed address, you must update your vehicle's registered address with the DVLA.

After a Penalty Charge Notice (PCN) has been issued, the council is required to obtain the registered keeper address from the DVLA for the service of notices and letters.

It is recommended that you make arrangements to receive any post that may be sent to your previous address.


What happens when a decision is made

If the Informal Challenge or Formal Representation: 

Is accepted:
A Notice of Acceptance letter will be sent confirming that it has been accepted. The Penalty Charge Notice (PCN) will be cancelled. No further action will be required.

Is rejected:
A Notice of Rejection letter will be sent confirming that it has been rejected, with an explanation as to why the outcome has been reached. You then must either:

 a. Pay the Penalty Charge Notice (PCN)

or

b. If you disagree with the decision, you can choose to further dispute the PCN.
