How to release someone else's vehicle
You must be named on the vehicle's insurance in order to release the vehicle.
You can release someone else's vehicle on their behalf in the same way you would release your own vehicle. The only difference is the documents you must bring with you.
1. Prepare documents and payment method
You need to provide:
- photo ID for you
(for example; Photo ID driving licence, passport or European ID card)
- photo ID for the vehicle owner or registered keeper
- proof of address for you
(for example; council tax bill, utility bill or bank statement dated in the last 3 months)
- proof of address for the vehicle's registered keeper
(for example; council tax bill, utility bill or bank statement dated in the last 3 months)
- VC5 log book for the vehicle
- a signed letter (from the registered keeper) giving you the authority to collect the vehicle
- a valid insurance certificate to show you are insured to drive the vehicle
You will need to pay:
- £280 removal fee and;
- the amount due on the Penalty Charge Notice (PCN)
- an additional storage charge of £55 per day, after the first 24 hours
The storage charge applies 365 days a year, when the car pound is open to the public. If the pound is closed to the public for a bank holiday, you will not have to pay a storage charge for that day.
Storage charges are calculated from the time the vehicle arrives at the pound.
(For example; if a vehicle arrived on Monday, there will be no charge on Tuesday but from Wednesday, £55 will be added per day.)
Accepted payment methods:
- credit or debit card (excluding American Express)
- cash
We do not accept payments by coins if they are more than the following limits:
- 50ps - maximum of £10
- 20ps - maximum of £10
- 10ps - maximum of £5
- 5ps - maximum of £5
- 2ps - maximum of 20p
- 1p - maximum of 20p
2. Visit Newham's vehicle pound
To release your vehicle, you will need to visit Newham's vehicle pound in person.
You must bring the all documents and pay the fees required when you visit the pound.
You are only permitted to access the vehicle pound using the entrance on Jenkins Lane:

Please ensure that you arrive at least 30 minutes before closing with all required documents.
Monday to Saturday: 08:00 - 20:00
Sunday: 08:30 -19:00
Bank Holidays: Closed
Football matches and borough-wide events:
The car pound may close later than usual on a Sunday or bank holiday if there is:
- a West Ham United home football match
- an event at London Stadium

If your vehicle is not road worthy
If you are unable to drive your vehicle out of the car pound, you will need to make your own arrangements for it to be towed out of the pound.
For health and safety reasons, you will not be able to carry out repairs or boost the vehicle's battery while it is on Newham Council land.
