Emission based parking permit costs
Permit charges apply for all applications and renewals for Resident, Business, Charity Business and Industrial permits from 6 January 2021, with permit charges based on CO2 (Carbon Dioxide) categories used by DVLA (Drive and Vehicle Licence Agency).
If the vehicle is registered as diesel with the DVLA, there will be a surcharge to the permit amount (Introduced on the 30th June 2025).
Vehicles that release less emissions are charged less than higher polluting vehicles.

Costing tiers
The CO2 emissions vehicle bands are based on DVLA groupings.
While CO2 (a greenhouse gas) is a major contributing factor to climate change, cars emit a potent cocktail of exhaust gases, many of which have harmful effects. This includes carbon monoxide (CO), nitrogen oxides (NOx), sulphur dioxide (SO2), benzene (C6H6), other hydrocarbons (HC) and particulates.
Although CO2 emissions are not the only factor in our poor air quality, the DVLA groupings are widely understood and easy to understand and therefore have been used for different tiers of charging.
Hybrid or electric costs
If your vehicle is a Hybrid (both electric & fuel driven) any permit charge will be based on the CO2 emissions data which is stated on the vehicles V5C document (log book).
If CO2 information is not stated on the vehicles V5C then permit charging will be based on the vehicles fuel engine size.
If you do not have a valid permit you may receive a Penalty Charge Notice (PCN) and your vehicle may be towed.
Impact on those with low incomes
As part of the review of parking policies, we have sought to be fair in our approach. We have to finance the running of the Council’s Parking Service and it is only fair that people who do not have cars should not subsidise it.
The majority of households in Newham, do not have access to a private vehicle. The charge for permits linked to the emissions created by households who do have access to a vehicle, seeks to ensure that those who create the most pollution, pay towards the remedial measures to tackle poor air quality.
