Apply for a Disabled Resident parking bay
A Disabled Resident parking bay is a designated parking space reserved for individuals with disabilities near to their home.
Vehicles must hold a valid Disabled Resident parking permit to park in a disabled resident parking bay. A Blue Badge is not valid within a disabled resident parking bay.
Disabled Resident parking bays are not exclusively for one specific resident, but can be used by any vehicle with a valid Disabled Resident parking permit for that Residential Parking Zone.
Costs:
There is no charge to install a Disabled Resident parking bay.
Eligibility
To be eligible for a Disabled Resident parking bay, you must:
- hold a valid Blue Badge
- live in Newham
- receive the higher rate of the mobility component of Disability Living Allowance (DLA), or the enhanced rate of the mobility component of Personal Independence Payment (PIP), or the higher rate of Attendance Allowance
- not have off-road parking (e.g. garage or driveway)
- have a car registered with the DVLA to your address (foreign vehicles are not accepted)
You do not need to be able to drive yourself to qualify.
If you are over 65 and do not receive the higher or enhanced rate disability benefits
You may still apply if you:
- meet all other requirements
- provide a letter from your hospital consultant explaining why you need a Disabled Resident parking bay near your home.
Applications will be considered on a case by case basis.
How to apply
1. Complete the application form:
Fill in and sign the Disabled Resident parking bay application form (Word).
2. Provide the required documents:
- a copy of your award letter from the Department for Work and Pensions (DWP) showing you receive either;
a) the higher rate of the mobility component of Disability Living Allowance (DLA) and its expiry date
b) the enhanced rate of the mobility component of Personal Independence Payment (PIP) and its expiry date
c) the higher rate of Attendance Allowance and its expiry date
- a copy of your current Blue Badge (both sides)
- a copy of your V5C (log book), or insurance certificate, or your Motability agreement if you hire your car through the Motability scheme
- if you are over 65 and do not qualify for the higher or enhanced rate of disability benefit, include a supporting letter from your hospital consultant.

What happens next

We will check the information you have sent and write to you within six weeks to inform you of the decision.

If your application is successful, we will conduct a site visit to determine where the bay can be safely placed.

Before marking out the bay, we must carry out a legal process, which can take 9-12 months or occasionally longer.
- Once the parking bay is in place, you will need a Disabled Resident parking permit to park in the bay. We will notify you when you can apply for this free permit.
