Before submitting an Informal Challenge or Formal Representation, it is helpful to:
- View evidence of the Penalty Charge Notice (PCN) online.
- Understand the parking or driving rules and restrictions relevant to the PCN.
- Consider carefully the reason(s) why you believe the PCN was issued incorrectly.
It is strongly recommended to submit evidence to support the reasons for disputing the Penalty Charge Notice menu (PCN). Disputes without supporting evidence are unlikely to be accepted.
Disputes based on mitigating circumstances (significant or unavoidable events that are beyond the motorist's control) may be considered on a case by case basis.
A dispute may be accepted if:
- the motorist became unwell while driving and provides proof of a medical condition with the symptoms described
- the motorist was a patient making an emergency visit to a doctor's surgery or hospital and proof is provided
A dispute may be rejected if:
- the motorist stopped to use the toilet (unless proof of relevant medical condition can be provided)
- there was any alternative legal parking place nearby
- the motorist was only driving the vehicle carrying the patient
- the motorist was attending a pre-arranged, non-urgent appointment
Examples of evidence include:
- medical documents confirming a relevant medical condition and in support of the circumstances described
- a letter from a doctor to confirm a visit to a medical facility was urgent and the motorist was unable to walk from the nearest legal parking space
