Resident permit emissions based charges

Resident permit charges include an additional emissions based charge.

In order to provide Newham residents with a choice permits can be applied for or renewed, in periods of 12 months or 1 month and this will help residents to spread the cost of their permit over a 12mth period if they wish to do so.

Please note: Resident permit charges include an additional charge based on CO2 emissions. For vehicles registered before 2001, please use the engine size column to identify your cost. For vehicles registered 2001 and after, please use the CO2 column.

Vehicles that are considered zero emissions will be indicated by the DVLA with an applicable number (e.g. 0) on the vehicle’s logbook.  Where CO2 information is blank, emission charges will be based on vehicle engine size. If you are unsure which tier your vehicle falls in please refer to the vehicle log book (VQ5) which will contain this information.

If your vehicle is a Hybrid (both electric & fuel driven) any permit charge will be based on the CO2 emissions data which is stated on the vehicles V5C document (log book). If CO2 information is not stated on the vehicles V5C then permit charging will be based on the vehicles fuel engine size.

First Resident Permit Charges

NB. The charge for the first resident element of a permit remains free

Second, third and subsequent permit costs.

NB. The charges set out below need to be added to the emissions charges for your vehicle

Second permit charge per household

  • 1 month £11 (plus full emissions costs)
  • 12 month £110 (plus full emissions costs)

Third and subsequent permit charge per household

  • 1 month £22 (plus full emissions costs)
  • 12 month £220 (plus full emissions costs)

Zero CO2 emissions

The Council reserves the right to check applications for vehicles with zero CO2 emissions.

DVLA records may show your vehicle CO2 emissions as ‘blank’.
