Disputing a Penalty Charge Notice (PCN) as a Blue Badge Holder
If you have received a Penalty Charge Notice (PCN), whilst displaying a Blue Badge and believe it has been issued unfairly, check the following before submitting a challenge or representation:
- Understand the rule/restriction that has allegedly been broken.
- Check Blue Badge guidance of when and where you can park.

A dispute may be accepted if:
- the Blue Badge holder was parked at a location with a waiting restriction and exceeded the 3 hour time limit, but the driver have a valid reason which delayed them from returning to the vehicle in time
- it can be proven that this is the motorist's first Penalty Charge Notice (PCN) of this type, and they either hold a blue badge or, were transporting a Blue Badge holder
A dispute may be rejected if:
- the Blue Badge was expired at the time the Penalty Charge Notice (PCN) was issued
- the Blue Badge was not displayed correctly or was not visible
- the vehicle was parked in a way that did not comply with the Blue Badge scheme rules, or local restrictions
Examples of evidence include:
- clear photographs of the driver's blue badge, or the blue badge of the person they were transporting
- documentation that supports the valid reason for returning late to the vehicle
- a letter from anyone who was with you confirming that you displayed your Blue Badge – they should write ‘Witness statement’ at the top
