Guidance on documents required for parking permits
In non-standard circumstances, additional documentation may be required when applying for a parking permit.

Proof of address
If the property has been recently purchased:
- Mortgage offer letter or completion of sale letter from a solicitor dated within the last six months
If you are not the official tenant or council tax payer, you must provide:
- Written evidence from the official tenant/council tax payer that you are resident at the property
AND
- a copy of a bank statement and/or a mobile phone statement (dated within the last three months) confirming your address.

Vehicle documents
If the vehicle has recently been purchased, you must provide:
- Copy of the new keeper slip from the V5C (log book), completed with date and new owners name
OR
- Proof of purchase invoice
(Invoices must be on headed stationery, handwritten invoices will not be accepted.) If an invoice is not available, the proof of purchase documentation must include the date of sale, amount paid, vehicle registration number, full name and address of both seller & buyer and be signed and dated by both seller and buyer. You will be expected to provide a copy of the new V5C form as soon as possible.
If you are not the registered keeper:
- a valid and current lease or hire agreement in your name and address in Newham. The hire/lease agreement should include the Companies House registration number for the hire/lease company. Handwritten documents will not be accepted.
Company vehicles
If the vehicle is a company vehicle, please supply the:
- UK Vehicle Registration Document (V5C or log book) or lease/hire agreement
AND
- a letter from your employer on headed paper dated within the last three months that confirms your employment, name, address, vehicle registration, why the vehicle is needed to carry out your employment duties and that you are legally insured to drive the company vehicle.
Handwritten documents will not be accepted.
Foreign vehicles
If a foreign vehicle is used within the UK for more than 6 months, you must legally register the vehicle with the DVLA.

If you live in Newham and your foreign vehicle is not yet registered with the DVLA, you can apply for a Foreign Vehicle Resident permit.
Foreign Vehicle permits are valid for a maximum of 6 months.
