Eligibility criteria differs depending on the type of permit that is being applied for.

Own a property but rent it out
Resident's permits are ONLY issued to residents of the household, despite any legal interests a person may have in a property (such as owning it).

Shared homes/accommodation
Where a property is not sub divided into self-contained flats, such as B&B or Hostel, then the second permit charge has to be paid, if the first permit has already been allocated to another resident.

Borrowed vehicles
A permit can not be applied for a borrowed vehicle. You must be registered keeper (with the DVLA) and live at an address in Newham.
Named second drivers on car insurance of a vehicle not at your address
You must be the registered keeper (with the DVLA) of the vehicle and it must be registered to your address in Newham to be eligible for a resident parking permit.
Vehicles parked on driveways
Parking permits are not needed for vehicles that are only parked on a private driveway and not on the street.
The two hour free parking allocation is not available for those who do not have a Resident parking permit.
Transferring or Exchanging permits
Transferring permits
Permits can not be transferred between vehicles. Each time you change your vehicle you will need to cancel your current permit and apply for a new permit for the new vehicle.
Exchanging permits
Permits can not be exchanged. If a first or second Resident parking permit is no longer needed, you are able to cancel it on your account. This will enable you to re-apply for that specific permit slot.
Disabled and Blue Badge parking
In Newham, Blue Badge holders can park within any permit space for an unlimited time, with the exception of a Disabled Resident parking bay, which require a Disabled Resident parking permit.
Blue Badge holders can apply for a Disabled Resident parking permit to be able to park in any designated Disabled Resident bay within their Residential Parking Zone.
Blue Badge holders can park on single and double yellow lines in London for a period of up to 3 hours if there are no loading restrictions in place.

Transport for London (TfL) Certificate for exemptions
A Transport for London (TfL) certificate only applies to the Congestion Zone, the Low Emissions Zone and Ultra Low Emissions Zone (ULEZ) schemes run by TfL.
Exemption from a TfL scheme does NOT give you exemption from the Newham emissions based charging scheme.
If you live in Newham and would like to be able to park in a resident parking zone you will require a Resident parking permit.
