Pay a Penalty Charge Notice (PCN)

Help with payment issues

When paying:

  • each Penalty Charge Notice (PCN) issued needs to be paid for separately
  • do not pay twice (If paying online, the balance displayed may take up to 24 hours to update after a payment is made. This may take longer at weekends.)
  • if paying online enter an email address to receive email confirmation of payment, or make a note of the payment reference provided at the end


Paid but received another Penalty Charge Notice (PCN) or letter

Check if the letter / notice you have just received is related to the Penalty Charge Notice (PCN) you have paid.

a. If the PCN numbers are different:
This is a new Penalty Charge Notice (PCN), which means you must either pay or submit an Informal Challenge or Formal Representation.

b. If the PCNs numbers are the same and the payment was made within the time period set out in the previous notice or letter:
Check the bank account to ensure payment has been made before the deadline.
If the payment has left your account in time, submit a PCN enquiry.

You will need to provide:

  • evidence of payment (screenshot?)
  • payment reference number
  • the date the payment was made

c. If the PCNs numbers are the same but the payment was made after the discount period:
Refer to the notice or letter you have received most recently. This will explain the next steps you need to take for that specific PCN.


Paid twice for the same Penalty Charge Notice (PCN)

If two payments have left your account for the same Penalty Charge Notice, submit a PCN enquiry.

You will need:

  • PCN number(s)
  • vehicle registration (number plate)
  • proof of payment (screenshots?)
  • receipt number / payment reference number
  • date of payment
  • amounts paid

If you have two Penalty Charge Notices (PCNs) and have paid one of them twice, it may be possible to transfer the payment to the other PCN. Please provide the PCN numbers.
