Local Plan Examination Overview

Submission

The Local Plan serves as the primary planning document used by the Council to assess planning applications and manage areas for regeneration and development in Newham. 

The final draft of Newham Submission Local Plan was submitted to the Secretary of State on 18th July 2025. An independent Inspector (s) will hold an examination to assess whether the plan is prepared in accordance with legal and procedural requirements and whether it is ‘sound’, in accordance with paragraph 35 of the National Planning Policy Framework (NPPF)

The Inspector (s) will consider all the evidence and representations made at each stage of the Local Plan consultation process and identify various matters, issues and questions to consider as part of the examination. 

At the end of the examination, the Inspector will send a report to Newham Council recommending whether or not they can adopt the plan. In most cases, the report will recommend some changes that are necessary to allow the plan to be adopted. The decision to adopt the Local Plan must be taken by full Council. After the decision has been made to adopt a plan, there is a 6-week period, where challenges to this decision can be made to the High Court. 

Programme officer

Charlotte Glancy has been appointed as the independent Programme Officer of the Examination and works on behalf of the Inspector to organise and manage the administrative and procedural elements of the Examination process.

Any matters that you may wish to raise with the Inspector should be submitted through the Programme Officer.

Local Plan Privacy Notice 

Newham Council’s privacy notice and its Local Plan privacy notice (PDF) will tell you what to expect when Newham Council collects personal information and your rights in relation to that information. 

Representations received will be sent to the Planning Inspector. The Planning Inspectorate privacy notice provides advice about how the Planning Inspectorate will process any personal information. The PINS’ Privacy Amendment Notice (PDF) is supplemental to (and amends) the Planning Inspectorate Local Plan Privacy Notice. These Notices should be read together. It is very important that you read and consider these notices carefully because they explain how your personal information will be used and stored.
