3rd February 2026 - The Inspector has written to the Council with IN12 - Newham LP documents published since week 3 and with the following update:
The Council advised the Programme Officer on 29 January that its response to AP2 (viability and affordable housing) would not now be submitted until Friday 6 February. It cannot therefore be discussed on 3 February as originally programmed. However, viability will be discussed at the hearing session on Thursday 5 February, including the Inspector’s Supplementary Question published on 2 February (IN11). The Council’s response to AP2 will be discussed at an additional hearing session on one of the reserve days w/c 16 February (as advised in IN4 published on 1 December 2025). The Inspector will advise in due course of any other matters and issues that will also be discussed on the reserve days that week.

The Inspector has shared the following note: The Council response to AP2 [ED17a 20 December] advised that a meeting of the Corporate Management Team will be held “in the New Year” to consider a potential modification to policy H3 affordable housing. The Council has subsequently advised that it expects to submit a potential modification to H3 in the week commencing 26 January. An initial discussion of H3 will take place under matter 6 on Wednesday 21 January, with further discussion on Tuesday 3 February.

IN3.3 includes a deadline of midday on Friday 9 January 2026 for representors to submit any written statements in response to the Further Questions relating to housing land supply which will be discussed at the matter 5 hearing session on Tuesday 20 January.
