No, they must be in the scheme before it comes into operation. Only staff who are Blue Badge holders will be exempt. You are advised to email us at healthyschoolstreets@newham.gov.uk with your vehicle registration details to avoid any unnecessary Penalty Charge Notices (PCNs)
