Statement on temporary parking enforcement changes for Covid-19

Newham Council is making temporary changes to its parking arrangements and traffic enforcement to ensure we are helping businesses and people working from home; as well as ensuring that London’s critical workers, particularly those in the NHS, are able to travel around the borough as easily as possible during this national emergency.

Government advice on Cov-19 is that people need to stay at home, limit social contact and travel should only be undertaken if absolutely necessary.

Our roads need to be kept clear for the emergency services and critical workers who need to get around by car.

As a result of Government advice we know that many of our residents are working from home when they normally would drive to work. We also have key workers, such as NHS staff, the emergency services and community volunteers, helping unwell and vulnerable people in their communities who need to travel.
These workers may be working longer hours and may not have access to the full range of public transport choices. This means that they may be struggling to find and pay for somewhere to park near their place of work or at a patient’s home.

To
further support vital staff getting into work during these challenging times, and to support residents working from home and businesses receiving essential deliveries, we are implementing a series of temporary parking control measures across Newham.

We will continue to use traffic enforcement officers at priority incidents, including obstructive or dangerous parking that could have a significant impact on safety and traffic flow.

To help those who are self-isolating, we are taking a pragmatic approach to unlawful parking. Focusing on vehicles parked dangerously or vehicles causing an obstruction, particularly in Residential Parking Zones. From today, Tuesday March 24 until further notice, we will be limiting parking enforcement in Resident’s Parking Zones to those vehicles parked in an obstructive or dangerous way only.

We are also scaling down vehicle removals, again focusing on dangerously and obstructively parked vehicles. Additionally we are opting to relocate vehicles rather than remove them to the car pound where possible.

It is likely that parking demand may currently outstrip supply in residential areas if most residents are staying at home and key workers are permitted to park in these areas. This additional pressure will need to be managed carefully to prevent obstructive parking, which may block the delivery of essential supplies and services, such as online grocery deliveries and waste collection.

Additionally, due to the Government’s school closure announcement, we will be suspending all Healthy School Streets including suspending the camera enforcement covering all entry points outside schools until further notice.

Some schools will still be open to welcome keyworkers’ children, and these workers may be under time pressure and different travel arrangements than normal. We therefore feel that it is appropriate to make things as easy for key workers going to schools carrying out a vital role to support our communities at this very difficult time.

We expect there will be fewer vehicles on the road in the coming days due to the ongoing Covid-19 pandemic. We will continue to apply camera enforcement on other moving traffic controls, such as no entries, banned turns and yellow boxes for important safety and traffic management reasons.

  • Disabled badge holders may park for up to 3 hours free in designated disabled bays only when displaying a valid blue badge, which must be displayed in a prominent easily visible location on the vehicles dashboard.

On-street pay-and-display charges

There are different pay-and-display charges for different areas.
 
Most pay-and-display areas in Newham have a maximum stay of two hours. However, there are exceptions at Woodhouse Grove, Green Street and Station Road in Manor Park.
 
The charges are as follows.
 

Residential Parking Zones (maximum stay: 2 hours)

  • 1 hour – £2
  • 2 hours – £3

East Ham (maximum stay: 4 hours)

  • Up to 1 hour – £2
  • Up to 2 hours – £3
  • Up to 4 hours – £4

Woodhouse Grove (maximum stay: 4 hours)

  • Up to 1 hour – £2
  • Up to 2 hours – £3
  • Up to 4 hours – £4

Green Street (maximum stay: 30 minutes)

  • 30 minutes – £1 (Monday to Sunday, 10am to 8pm)

Station Road in Manor Park (maximum stay: 30 minutes)

  • 30 minutes – £1 (Monday to Saturday, 9am to 5pm)

Motorcycle parking

You can park a motorcycle free of charge in any:
  • dedicated motorcycle on-street parking bays
  • pay-and-display parking area
  • shared use bays (in resident parking zones) and/or resident parking spaces car park in Newham (except in Stratford multi-storey car park).
You can't park on the pavement at any time.

Newham has the following dedicated motorcycle on-street parking bays:
  • ​Arthingworth Street E15 – parking area near 55G Arthingworth Street
  • Honor Lea Avenue E20 – near the junction with Olympic Park Avenue
  • Kings Road E6 – near 1/3
  • Leytonstone Road E15 – near 83
  • Liberty Bridge Road E20 – near the junction with Cheering Lane
  • Oxford Road E15 – near 12/28
  • Silvertown Way E16 – near Canning Town station
  • St Matthews Court E15 - parking area behind Vicarage Lane E15
  • Upton Lane E7 – near 79/81
  • Wellington Road E6 – near the junction with Barking Road
The dedicated motorcycle bays are for solo motorcycles with two wheels only. Motorcycles with a side car or towing a trailer or with three or more wheels cannot park in a solo motorcycle bay 
 

Blue Badge parking

In our car parks, six per cent of spaces are put aside for Blue Badge holders. 
Badge holders can park free of charge in any space within a car park without time limit (except in Stratford multi-storey and Old Town Hall Stratford car parks).

Season tickets are available for the following car parks:

  • Queens Market
  • Shaftesbury Road
  • Will Thorne Pavilion
 

How much do they cost?

The prices for a season ticket for all car parks except Stratford multi-storey car park​ and Will Thorne Pavillion​ are:
  • £100 per month
  • £230 per quarter
  • £780 per year.
 

How do I apply?

You must use Pay By Phone to apply for a season ticket.

After you have registered, simply enter the location number of the car park you wish to park in:
  • 88857 - Madge Gill Way Car Park
  • 88858 - Queens Market Car Park
  • 88859 - Shaftsbury Road Car Park
  • 88880 - Will Thorne Pavillion Car Park 

Season ticket terms and conditions

  • Season tickets are only valid in the car park stated on the ticket.
  • A season ticket does not guarantee you a parking place.
  • We do not accept liability for any loss or damage incurred while your vehicle is parked in a car park.
  • You are responsible for renewing your season ticket.
 

Safer Parking Scheme

The Safer Parking Scheme is a national standard for UK car parks that have low crime and measures in place to ensure the safety of people and vehicles.

All the car parks we manage in Newham have been awarded a Park Mark to show they have achieved this standard. 

This means you can confidently leave your vehicle, knowing the environment is safer.
