Disputing a PCN due to unclear signs

Before submitting an Informal Challenge or Formal Representation, it is helpful to:

  • View evidence of the Penalty Charge Notice (PCN) online.
  • Understand the parking or driving rules and restrictions relevant to the PCN.
  • Consider carefully the reason(s) why you believe the PCN was issued incorrectly.

It is strongly recommended to submit evidence to support the reasons for disputing the Penalty Charge Notice (PCN). Disputes without supporting evidence are unlikely to be accepted.

Disputes based on mitigating circumstances (significant or unavoidable events that are beyond the motorist's control) may be considered on a case by case basis.

A dispute may be accepted if:

  • the signs were obscured by foliage, other signs, or other obstruction and there was no other indication of the restriction.
  • the road markings were faded or missing, making it unclear where you could or could not park.

A dispute may be rejected due to:

  • not seeing the signs
  • being late to return to the vehicle
  • misunderstanding the signs
  • previously being able to park there
  • not realising you could not park there or had to pay.
  • forgetting to pay for parking

Examples of evidence include:

  • photographs clearly showing the obstructed or unclear signs or road markings
  • maps and/or diagrams that help illustrate the location and the issue with the signage
