West Ham Park Low Traffic Neighbourhood (LTN) Blue Badge Access permit

This Access permit allows Blue Badge holders to drive through restricted streets in the West Ham Park Low Traffic Neighbourhood (LTN).

Vehicles with this Access permit are ONLY allowed to drive through streets in the West Ham Park LTN where the following signs are present.

Eligibility

To be eligible for this Access permit you must:

If the Blue Badge holder is driven by a carer, the person providing care can apply for an Access permit.

This Access permit ONLY applies to the West Ham Park LTN.
 

How to apply

You will need:

Photos of the Blue Badge (front and back)

Proof of address of the Blue Badge holder:
Upload ONE of the following:

  • council tax bill or business rates bill, valid for the current financial year
  • a tenancy agreement covering the current financial year
  • utility bill or bank statement dated within the last three months
  • mortgage offer letter
  • completion of sale letter from solicitor

Vehicle documents
Vehicle must be registered to an address in Newham. 
Upload ONE of the following:

  • V5C document (log book) clearly stating your name and address in Newham
  • Motability Certificate/Motability Hire agreement (not the Motability insurance) Uploaded files must clearly show that you are the Motability customer/hirer and state your name and address in Newham
  • valid and current hire or lease agreement in your name and address in Newham

Handwritten documents will not be accepted.

Find more information if:
the vehicle has recently been purchased
you are not the registered keeper
the vehicle is a company vehicle
the vehicle is a foreign vehicle

If you are the person providing care to the Blue Badge holder

In addition to photos of the Blue Badge and vehicle documents, you will need to provide proof of care.

If social care is provided by Newham council, you will need: 

  • Proof of address of the person requiring home visits by a carer.

If care is NOT provided by Newham council, you will need:
1. A letter from the doctor (GP) of the person requiring care, or the healthcare specialist who is providing the home care visits. The letter must:

  • confirm that they require home visits from a carer
  • be on headed stationery
  • be dated within the last 3 months

AND

2. Welfare benefit entitlement letter, confirming that the person requiring care receives either:
   a)  Care component of Disability Living Allowance (DLA)
   b)  Personal Independence Payment (PIP)
   c)  Attendance Allowance. (The letter must state the entitlement period that the benefit has been awarded for)

You can apply online using MiPermit

  1. Register for an account on MiPermit Newham or log in.
  2. Go to the 'Buy Digital Permit' page and select the ‘Blue Badge Access Permit’.
  3. Select 'Disabled Badge Holder Access Permit - WHP01 - West Ham Park LTN' and complete the application form.

What happens next

After your application is submitted, you will receive an email confirming the permit has been approved, this may take up to 48 hours.

Your Access permit is then automatically activated.

Access permits are virtual, you do not need to display a permit on your vehicle.

Access permits must be renewed annually.
