Healthy School Streets (HSS) Access permit

Vehicles with a valid Access permit can drive through a Healthy School Street (HHS) zone during restricted hours.

If you have a valid Resident, Disabled Resident, Business or Charity Business parking permit, registered to an address within the restricted zone, you will automatically be permitted access during restricted hours.

It is important to note that an Access permit does NOT allow you to park in restricted zones.

Costs:

There is no charge for an Access permit.
 

Eligibility

To be eligible for an Access permit for a Healthy School Street (HSS), you must either:

a) live at, or be employed at a business/registered charity at an address within a restricted access zone and:

  • ensure the vehicle is registered in the UK with the DVLA
  • not have a Resident, Disabled Resident, Business or Charity business parking permit

b) hold a Blue Badge and need to access a Healthy School Street (HSS) as either:

  • you currently work within the restriction zone
    OR
  • you or your child is a Blue Badge holder and must be escorted to the school using a vehicle (The school the child is registered at must be within the HSS for which the permit is for)
     

How to apply

You will need:

Proof of address:
Documents should be in the name of the registered keeper/ leaseholder of the vehicle. 
Upload ONE of the following:

  • council tax bill or business rates bill, valid for the current financial year
  • a tenancy agreement covering the current financial year
  • utility bill or bank statement dated within the last three months
  • Mortgage offer letter
  • Completion of sale letter from solicitor

Proof of vehicle documents
Upload ONE of the following:

  • V5C document (log book) clearly stating your name and address in Newham
  • Motability Certificate/Motability Hire agreement (not the Motability insurance). Uploaded files must clearly show that you are the Motability customer/hirer and state your name and address in Newham.

Photo of the Blue Badge card, front and back. (If applicable) 
AND if you are a Blue Badge holder proof of access, this must be either:
a) evidence of employment inside HSS zone
b) evidence of child's attendance at school within the HSS zone

the vehicle has recently been purchased
you are not the registered keeper
the vehicle is a company vehicle
the vehicle is a foreign vehicle

You can apply online using MiPermit

  1. Register for an account on MiPermit Newham or log in.
  2. Go to the 'Buy Digital Permit' page and select the relevant Access permit.
  3. Select the HSS zone you wish to apply for access to and complete the application form.

What happens next

After your application is submitted, you will receive an email confirming the permit has been approved, this may take up to 48 hours. 

Your Access permit is then automatically activated. 

Access permits are virtual, you do not need to display a permit on your vehicle.

Access permits must be renewed annually.

If you do not hold a valid permit, you may receive a Penalty Charge Notice (PCN) for driving on a Healthy School Street during the restricted times.
