​What is the Healthy School Streets proposal for Lathom Road and Keppel Road?

We are proposing to make Lathom Road and Keppel Road a pedestrian and cycle only zone at school drop-off and pick-up times. This is between 8.30-9.30am and 3-4pm, Monday to Friday during school term time only. The pedestrian and cycle only zone would not apply during school holidays or at weekends. 

The Healthy School Streets trial scheme will take place for approximately 6 months.

General traffic would not be allowed to use Lathom Road and Keppel Road at the designated times mentioned above. Non-registered vehicles that enter the pedestrian and cycle zone during operational times would be automatically issued with a penalty charge notice (PCN) by enforcement cameras.

Residents who live within the pedestrian and cycle only zone will be able to drive on the street at all times by registering their vehicles for an exemption permit. Blue Badge holders and the emergency services will be exempt from any restrictions. The pedestrian and cycle only zone will not apply during school holidays or at weekends. 
 
 

How will Lathom Road and Keppel Road change?

If the Healthy School Streets proposal for Lathom Road and Keppel Road is implemented we would:
  • Place new signage to show the operational times of the pedestrian and cycle only zone. 
  • ​Install new cameras to enforce the restrictions on non-registered vehicles
