Why the council issues Penalty Charge Notices (PCNs)
To help keep residents safe and support local businesses, Newham Council aims to:
- improve road safety for all
- reduce traffic congestion and ensure traffic flows efficiently
- enable the most vulnerable to be able to travel
- balance the needs of all road users
- improve the air quality and contribute to improving the environment
- support and stimulate the local economy
- contribute to the delivery of Newham's transport scheme and general transport strategy and objectives.
To achieve this in Newham there are:
- Resident Parking Zones
- Healthy School Streets
- Low traffic Neighbourhoods
- parking and waiting restrictions (yellow and red lines)
The council is required by legislation to enforce traffic and parking charges, including issuing Penalty Charge Notices (PCNs), when restrictions are not followed.
A PCN is a legal document issued when a vehicle has been seen in contravention of a parking or traffic restriction (breaking a parking or driving rule).
How money from parking and Penalty Charge Notices (PCNs) is used
The charges from permits, car parking and PCNs are used to:
- operate the parking service
- road maintenance and environmental improvements in the borough
- schemes that support active and sustainable travel
- school crossing patrols
Examples include:
- Providing Electric vehicle (EV) charging points: 1260 EV charging points are planned to be installed in Newham by the end of 2025.
- Improving safety and air quality outside schools - Healthy School Streets (HSS). There has been the following average reductions outside schools:
- 29% reduction in NO2 pollution during school hours
- 31% reduction in NO2 pollution during AM drop-off periods
- 20% reduction in NO2 pollution during PM pick-up periods
- Reducing noise, traffic and air pollution, creating a safer environment to walk and cycle in residential areas - Low Traffic Neighbourhoods
- Supporting active travel and reducing emissions across the borough by providing cycling lanes to ensure safer cycling routes.7.3% of the borough’s roads have protected cycle tracks, this will increase to 10.8% by December 2025.
