Park Primary School Consultation

Consultation on a proposal to permanently change the age range from 5-11 to 3-11 and operate nursery provision on a local satellite site.

This paper sets out the proposal to provide permanent nursery age provision at Park Primary School. It is written for parents, carers, governors, staff, pupils and other people who have an interest in the school and in the proposal. The Local Authority (LA) will consider your views and responses before taking the proposal forward.

​Background information

Park Primary School is two and a half form, growing to three form entry maintained community school providing primary education.

Following the closure of St Matthews Pre School Alliance, a local early years provider, Park Primary School has been offering 15 and 30 hours funded early years places for three and four year olds from the St Matthews site. This temporary arrangement, which started in May 2019, has been agreed by the Local Authority.  A permanent change to the age range requires a statutory process as detailed in Department for Education statutory guidance “Making significant changes (prescribed alterations) to maintained schools”, October 2018.
 
 

The proposal

The Council is consulting on a proposal to permanently change the age range from 5 to 11 to 3 to 11 at Park Primary School. The proposal is to offer up to 60 funded places at the satellite site at St Matthews Church,  St Matthews Church, Vaughan Road, London E15 4AA. This is within 5 minutes walk of the school’s main site.

The Schools Governing Body has given its support to this proposal to widen the age range of the school.
 
 

Sufficiency and standards

The school is based in the ward of Forest Gate South.  According to Newham’s childcare sufficiency assessment this ward has a higher than average need for places to meet the needs of local families. The provision replaces a closed provision on the same site. Children of families who choose to continue at Park Primary will benefit from improved continuity and an easier transition process to school.
 
 

The consultation process

Initial consultation with parents was conducted by Park Primary school in the Autumn of 2018. This included a parent consultation meeting, a questionnaire and a notice posted on the entrance to the school detailing the planned development.

The formal consultation process that is now being undertaken involves the following steps:
  • Publication of Public Notice followed by a four week consultation period. 
  • Seek the views of parents, carers, governors, staff, pupils and other people who have an interest in the school and in the proposal.
  • Take a report to Senior Officers within the Council to formally decide whether to proceed with the expansion.

Decision taken


The decision was taken on 2 December 2019. The Corporate Director of Children and Young People, in consultation with the Cahinet Member for Education, agreed to approve the age range change of Park Primary School.
